Republicans block Ukraine aid; McCarthy to leave House

Republicans in the Senate blocked a spending package that included military aid for Ukraine. Earlier Mitch McConnell, the Republican Senate minority leader, said that his party would withhold support unless Democrats agree to migration restrictions at America’s southern border. President Joe Biden accused Republicans of “playing chicken with our national security”. The $111bn bill also includes aid for Israel.
